Victoria 3, the critically acclaimed historical society simulation by Paradox Interactive, is set to release its first immersion pack, Voice of the People, on May 22. This expansion introduces the Agitator system, focusing on the influential and charismatic figures who challenged conventions and built political power throughout history. Players will need to navigate the complex world of these political agitators, including radicals, reactionaries, and reformers.
Voice of the People brings to life over 60 new historical characters, such as Mikhail Bakunin, Georges Boulanger, and Frederick Douglas. These characters present players with a range of alternate historical scenarios to explore. The expansion also includes special Agitator Actions, allowing players to promote these figures to lead Interest Groups or exile them to mitigate their impact. Some scenarios even allow players to invite exiles from other nations into their society to benefit from their ideas.
The immersion pack has a particular focus on French history, featuring new events, journal missions, and decisions inspired by the country’s past. Players can choose to pursue various French ambitions, such as expanding in Northern Africa, backing royal claimants, or establishing a strong French Empire in Europe and worldwide. Additionally, Voice of the People includes new French buildings, a unique paper map with an art nouveau style, new animations for revolutions, and new clothing and uniforms for various societies.
Pre-ordering Voice of the People grants players access to three additional historical French characters: Prime Minister Georges Clemenceau, author and political thinker Alexis de Tocqueville, and Jules Brunet, a French military advisor to Shogunate Japan.
Accompanying the release of Voice of the People, a major free update will be available to all Victoria 3 players. This update introduces the Agitator System, enabling individual characters to advocate for political reforms outside of the current government’s agenda. The update also brings new political ideologies for France, changes to the world map, and reworks the legislative and revolutionary processes, among other improvements.
